Abstract (EN)
The traffic congestion has been reach to a critical stage in the metropolis and developing cities, the local governments have developed various methods against the traffic jam. The governments such as London, Stockholm and Milano have applied the method of the congestion charge. This study has tackled the application of the congestion charge on which no study has been done for problem of the traffic congestion on the Cumhuriyet Street located in the city center of Erzurum. According to both the model created and the survey carried out, in the along the cordon route determined at Cumhuriyet Street, account of theoretical congestion pricing has been made. Costs of car ownership, trip time, fuel consumption and emission have been used in the model set up in the Matlab 2015a programme. Moreover, obtained with the survey carried out the data have been analyzed with the SPSS Statistics 17.0 packaged programme, as a result of it has been tried to learn what the thoughts of the public on the about this subject and acceptability situation of this application. In the result of the study, it has been observed that will be reduced the traffic congestion at the center of the city and also a significant amount of income will be made from the drivers who continue to drive their private cars in all conditions.
