Abstract (EN)

Regional crises have been new conflict areas of international agents in the monopole system where United States plays first chair following the cold war. These conflicts are non-belligerent; they are either economic or diplomatic sanctions of a government or struggles that are made under an international organization. Crimean crisis, which regionalized and even completely affected the international system, is evaluated in our study. The importance of Crimea for international agents, why and how these agents got involved in this process, their attitude during and after the crisis, the sanctions they managed to apply are tried to be explained in detail. Taking self-interests into consideration within the scope of defending Ukraine's sovereignty and territorial integrity, applied or not, all the sanction decisions of international agents and their general overviews are expressed. The leading agent of the crisis, Russia took the advantage of the chaos in Ukraine and by violating the international laws, started the annexation of Crimea, which it thought as its own land. Since this process began through Crimea's holding a referendum, by arguing that this was Crimea's own decision, Russia wanted to end this annexation process which it started. During this process, Russia met with reaction of almost all international agents. Many international agents, notably USA, NATO and EU reacted too strongly and applied economic sanctions. NATO, EU and UN on the other hand held several meetings and took sanction decisions. They stated that they would derecognize the referendum in Crimea and the annexation was not legal. The common ground of all agents has been derecognizing this annexation but none of the organizations nor states attempted to start a military operation to stop Russia. Key Words: Crimea crisis, International actor, Russia, West, USA.
