The decrease in living standards due to the negative effects of the planning decisions in the cities has made the rural areas attractive. Thus, rural areas have become preferable for daily tourism activities and secondary housing of the citizens. However, this situation paved the way for constructions and investments that ignore the texture. However, the problems that rural areas face within themselves also adversely affect these areas. At the beginning of these problems, wrong decisions such as the idea that rural developments can only be achieved through agriculture-oriented economic development studies have led to a decrease in the population in the villages. The world's first guide to rural planning in the UK in 1993, "The Design of the rural fabric. However, this situation has developed differently in Turkey. With the 'Metropolitan Law' adopted in 2012, the authority and responsibility areas of local administrations within the metropolitan borders were expanded and the urban-rural division was eliminated.
