Abstract (EN)

Public goods, which is one of the main topics of public finance, has gained a different size with globalization today. With globalization, it has been revealed that the public peace, prosperity and safety of the societies in the world aren't only provided by private and public goods, it also depends on the balance of the connection between regional and global public goods. On the other hand, the globalization process that is being experienced in the world presents new opportunities to humanity and causes new problems however spreads the existing problems. One of the most important problems about them are environmental problems. Many tools have been developed to struggle with environmental problems and the importance of environmental taxes between these tools are increasing each day. To prevent and reduce environmental problems nowadays environmental taxes has a huge benefit in Turkey and EU member countries. In this study, the solution suggestions to prevent environmental problems caused by globalization of the environment, which is one of the global public goods, were examined in terms of Turkey and EU member countries. As a result of the study, the main purpose of environmental taxes in EU countries is to protect the environment; In Turkey, it was concluded that the primary purpose is to get income. The main reason for this study is to minimize environmental problems. Environmental problems could be minimized with public support and financial instruments. Thus, it will be availible to live in a healthy and clean environment.
