Evaluation of the mayor's appointment of district mayors in terms of political rights and duties

In this study, the development process of local governments and local governments, the growing importance of local governments in the face of globalization, the municipalities, the most important of the local governments in Turkey in place and scope of the task, its relationship with political rights, which are an integral part of fundamental rights and freedoms, In this context, depending on the position of municipalities, which are the focus of local governments, against central governments, the level of development of democracy in that country has been discussed.The first section is devoted to local governments, which is the main research area of ​​the study. Here the definition of local government, its relationship to development and democracy, the concept of local autonomy and approaches, local governments and types in Turkey, the European Charter of Local Self-Government and Turkey were discussed. The second section is about the mayor and metropolitan municipalities. Here, the definition of the municipality, its development and the relevant laws, the duties and responsibilities of the municipality and municipal bodies, the services offered by the municipalities, the duties of the mayor and the position and duties of the metropolitan mayor are evaluated.The third part deals with the status and importance of local governments and municipalities in the globalizing world. In this context, first of all, globalization and local administration reform were explained. Then, political rights and duties, the functioning of the system and the mayor election in comparative law were evaluated over three countries, and the study was completed. In this context, the study has been completed in three parts.
