Institutional care experiences of individuals with a history of institution care and labeling conditions

This study examines the institutional care of children; anomaly, being labelled, being pitied, exclusion, workhouse and addiction is reviewed by a critical perspective. Rather than a systematic labeling and exclusion, it is emphasized that the person is hiding himself / herself, and causing it to be disturbed. Twentieth century thinkers have developed new viewpoints about modernity, institutionalism, confinement, being labelled and normality-anomaly and their relations. Recently, the state shares this responsibility with the society because of its cost and productivity. Some viewpoints are developed by attachment theory and empowerment perspective in order to reveal the children' view of society, their expectations, dependency, improvement, education and interests and becoming self-sufficient. The children who are brought up without social support such as family and relative, being labelled, being pitied, affiliation and social-psychological problems and social integration, confidence, self-improvement and self-respect is examined. The technics of interview, observation, literature review are used. In the theoretical part of the study, institutional care, children in need of protection, family centered models of maintenance models and the changes in the family are reviewed. Study field is mainly the city of Bingöl and the individuals are the ones who have been taken under protection within the scope of the child protection law number of 5395 and who work under the law number of 3413. As the studies about institutional care are restricted and the observations made are from the outside, the scope and the efficiency have reduced. Therefore 20 individuals who are the children in need are interviewed, the problems they face in terms of regional and cultural context are mentioned profoundly. Each individual needs a family, and while growing up one needs psychological, social, spiritual support. The inner world of the children who are under the institutional care, the aim of the government device and how these children are seen is studied. Humans try to enhance the viewpoint of people whose point of view is destroyed by ignoring the organic and natural relations of human being. It is obvious that we failed because the number of the institutions is increasing in paralel with the problems. The children who are in need of protection and stay with families are more advantageous than the ones in the protection of the institutions in terms of social consolidation, education and focusing to the future. As a result, it is underlined that the need of staying with the families is a right and beneficial for the children. Keywords: Exclusion, Family-Centered Care, İnstitutional Care, Being Labelled
