Abstract (EN)
Kutadgu Bilig reflects a transition period in which Turks contacted with the Islam, herein a new cultural circle. Although Kutadgu Bilig is a work of the Karakhanid period, it is largely a continuation of the Gokturk period in terms of many social and political concepts and thought patterns. After accepting Islam, Turks established empires in different cultural basins. As a requirement of this imperial order, they developed new political and social understandings and experienced a significant transformation in their unique social and political perspectives. For many reasons, today's nation states need to take a fresh look at the experiences and values coming from the depths of their own nations' social structures. In this context, Kutadgu Bilig offers tremendous opportunities. Kutadgu Bilig has a wide conceptual framework for guiding society in many issues such as; rule of law, mutual responsibilities of the state and society, understanding of the state based on human rights, strengthening of national consciousness, understanding of the social state, fair sharing of welfare, religion-state relationship, the importance of reason and knowledge for both state and society, moralization of social life, etc. In this study, initially, the concepts of culture and political culture and what they correspond to in terms of society and state was discussed. In addition, the origins of Turkish political culture were mentioned. In the main sections of the study, the Karakhanid period and Kutadgu Bilig studies were discussed and the political understanding of Kutadgu Bilig was revealed
