Abstract (EN)

In the studies of poverty, it is handled in two ways as absolute and relative. This study is based on this one; poor people are not a homogenous mass even there is a degree among poor people. In addition to the absolute poverty, this concept is not adequate for the concept that we handled about the poorest of the poor. So, poverty syndrome is suggested to define the poorest of the poor, main subject of this study.Syndrome of poverty concept that narrates the inevitability or struggle with the problems occurred simultaneously with poverty. It arose that the impossibility of the people who suffer from that syndrome can?t heal their situations with their own possibilities and their need of help. For this study, Kütahya was chosen as a surrounding and 168 head of the families were applied survey and likert survey simultaneously who were defined with the guided exemplification. As a result of the study, it is understood that Kütahya is such a rich province that it can diminish poverty by its rich subterranean and aboveground sources, however it is appeared that governor of the province and the public are out of perspective to realize these kinds of organizations. In advancing process unemployment, poverty and depending on these reasons lack of education, unfitness, spatial split, violence, crime etc problems are inevitable as long as some precautions aren?t taken.Key Words: Poverty city of, poverty syndrome, new poverty, globalization, social solidarity.
