Libraries are one of the most important environments where children meet and interact with books. It is extremely important that the physical features of libraries appeal to children and attract their attention. Another important point is the quality of children's books in these libraries. When a child reader meets and reads qualified works in libraries, he can both gain a reading culture and improve himself in many ways. In this study, it is aimed to examine the most read children's books in terms of form and content in the context of children's literature in the public libraries of the Ministry of Culture and Tourism and the Z-Library of the Ministry of Education in the center and districts of Tokat. Within the scope of the study, a list of the most read children's books was prepared based on the records of the libraries located in the province of Tokat in 2019 (one year). These books, which have been listed, have been limited to 25 books numerically by referring to the expert opinion. These determined books were examined in terms of form and content features within the framework of the basic principles of children's literature. As a result of the study, it was determined that most of the most read books in libraries are suitable for children's readers, while some books are not suitable for children in some ways, and some books should be rearranged according to the form and content characteristics of children's literature.
