Geographic information systems based model proposal for the expropriation-free acquisition of property in coastal areas

Coastals have always been areas of intense human use. With technological advancements and an increase in human population, the density in coastal areas has further intensified, leading to problems in the protection and utilization of these areas. Although legal steps have been taken to protect coastals over the last century, they have been insufficient. Coastals are under the sovereignty and control of the state, and public interest is considered in their utilization. Property boundaries in coastal areas extend up to the shore border Line. However, due to the ineffective determination of the shore border line during previous cadastral surveys, properties have remained within the coastal areas. When legal regulations related to coastal management are applied to properties remaining within the coastal area, the property rights of the owners are often violated, leading to challenging legal processes for both the public authorities and the property owners. In this study, a model proposal is presented for the simultaneous implementation of Land Readjustment (LR) in different regions, using Geographic Information Systems (GIS), which is a fast and effective tool in the analysis of the studies to be carried out for the benefit of the public and property owners, in order to bring the remaining properties in the coastal area into public ownership.
