Abstract (EN)
Natural events (earthquakes, floods, landslides, etc.) have been occurring since humanity has existed, and do not attract attention as long as they do not cause any harm to humanity. However, when natural events harm humanity, they cease to be natural events, and take on the character of disasters. In the last few decades, natural disasters have become a major problem on a global scale. Nowadays, countries have to deal not only with a single natural disaster but also with multiple natural disasters at the same time. In this respect, natural disasters should be handled holistically, not individually, and should be analyzed before, during and after the disaster. Although it is not possible to prevent the occurrence of natural events that threaten humanity at all times, it is possible to prevent them from taking on the character of disasters, and minimize damages they may cause. Thus, the Basin of Lake Ladik located in the Black Sea Region, Samsun province, where natural disasters such as earthquakes, floods, and landslides have been experienced before, and where soil erosion and drought disasters may occur due to the fact that the most important source of livelihood is agricultural activities, was determined as the study area In the first phase of the study, where a holistic smart natural disaster management is targeted, sensitivity analyses for earthquake, flood, landslide, soil erosion and drought disasters were carried out using Analytic Hierarchy Process (AHP) method, Geographical Information Systems (GIS) and Remote Sensing (RS) techniques in order to enable decision makers to plan in the pre-disaster period. As a result of these analyses, it was the most effective natural disasters were soil erosion (57.93%), drought (50.71%), earthquake (39.68%), landslide (36.28%), and flood (33.19%). Again, a multiple susceptibility analysis was carried out in the Ladik Lake Basin, showing in which areas the effects of these natural disasters may be higher at the same time, and according to this analysis, it was determined that the five (5) most susceptible settlements of the basin are Büyükkızoğlu, Bolat, Çakırgümüş, Saray, and Cüce neighborhoods, respectively. In the second stage of the study, an application called Basin of Lake Ladik (Samsun) Smart Natural Disaster Management and Decision Support System, which can be accessed via both web and mobile devices, was designed to be used before, during and after the disaster by considering the results of natural disaster susceptibility analysis. This system consists of web and mobile applications where citizens can learn the risk status of the places where they live, call for emergency aid, and local governments can manage the natural disaster process.
