Abstract (EN)

One of the most fundamental rights of individuals is the right to education. This right is guaranteed by Article 42 of our constitution. While providing this right to individuals, the service provided must be able to meet the needs of the age and take into account the individual differences of individuals while providing this service. One of the most important education and training services to be offered in accordance with individual differences is mainstreaming and the other is integration. The contribution of administrators, classroom teachers and guidance counselors cannot be denied in these two applications, which have an important place in the education system. This research was carried out to determine the views of administrators, classroom teachers and counselors working in the Ministry of National Education on the concepts of inclusion and integration. The related research was conducted with 23 participants working as administrators, classroom teachers and guidance counselors in the province of Elazig in the 2019-2020 academic year. This research is a qualitative research, content analysis method was used while processing the data and semi-structured interview technique was used while collecting the data. In the study, 3 main themes and 16 sub-themes were revealed: the opinions of the participants on inclusion, the views of the participants about the integration, and the opinions of the participants on the differences between mainstreaming and integration. As a result of the research, it was concluded that the participants had a good knowledge of inclusive education, their level of knowledge about inclusive education was not sufficient, and these two concepts were accepted as the same or similar concepts in terms of their practitioners.
