Abstract (EN)
Education, which is as old as human history, has continued its existence and importance in a continuous line of progress in parallel with whatever stages humanity has passed. The future of the state and societies is in a close relationship with the education programs it plans and implements. The main wealth of a society is having well-educated individuals with human capital. Educational organizations are social structures. Every change in education concerns everyone, as it will affect the whole society. Societies either adopt or resist the changes and regulations made by the authorities. All the states in the world have had to make partial and sometimes radical changes in their education systems due to the conditions and needs. Education systems have both a local/national aspect and a universal/worldwide aspect Especially in the last thirty years, new searches have been on the agenda in the education systems. All of these attempts, which can lead to structural changes in the system, should be seen as change initiatives that need to be managed effectively. It is seen that there is not enough research on the 2023 Education Vision Document. With a scientific research to be carried out in this context, it is aimed to determine the opinions and thoughts of administrators and teachers, who are among the main stakeholders of education, on the Education Vision Document and to provide feedback to the authorities in the process of implementing the Vision Document. This research was conducted with a phenomenological approach, one of the qualitative research methods. The study group of the research consists of administrators and teachers working in schools in the central district of Kırşehir province. A semi-structured interview form was used as a data collection tool in the research. Expert opinion was sought during the preparation of the questions directed to the participants in the semi-structured interview form. The data were analyzed using the content analysis technique. Accordingly; most of the participants learned about the Vision Document from the news sources. Some educators do not have the right information about the meaning of the double wing metaphor. Changes in the field of assessment and evaluation, changes for gifted students are seen as positive practices. Establishment of a skill design workshop and aims for vocational training are accepted as positive and achievable objectives. The majority of the participants consider it necessary to make changes in the Turkish education system, but they think that long-term planning and insistence on changes are necessary for the changes made in the field of education to be successful. During the implementation of the Education Vision Document, it was argued that the Covid-19 Pandemic Process had a negative impact.
