Abstract (EN)
VI ABSTRACT In all ages schools have had a very important role in society, not only as institutions which have been providing new information and skills but also as resources of improvement and progress. This theme is inclusive of educational sociology, which aids the development of societies both before and after education. Because of the developments in information technology, breathtaking improvements have been achieved in information and communication. In addition, they have changed the business world and turned the industrial into information societies. This rapid change has not been only in business life but it has also affected all parts of society. In this process, as all other social systems, educational systems have been affected as welL In educational institutions, whose products are only the positive changes of human behaviours, measuring of quality and productivity is more difficult than those of other institutions producing goods and services. However it is impossible for educational instutitions not to be affected by the improvements in other institutions. These other institutions, as society in general, are forced to change. Therefore, voluntarily or otherwise, they have to maintain this level of change. Total quality management is an understanding of management that aims to improve the quality of education as it is delivered. This is monitored on a continuous basis and is inclusive of clients m education, i.e. students, parents and the commumty- at-large. It also attempts to provide for their present and future expectations, both economically and timely. This newly-developed field of total quality management within the educational system is refined through all workers, from student to central management, taking active and participatory roles. This study is ground-breaking as little research has previously been done m this area. It points out the general extent of total quality management, its social meaning and its relation with education. By applying the principles of total quality management to primary education,VII this criterion extends to the basic problems of primary education, its solutions and the subsequent achievements of its goals. Lastly, from the general to the specific, this study has focused on the principles of total quality management within the subject area of istiklal Primary School. These results are not specific to the school itself, rather generalised to the community area of the school.
