Neoliberalism and the structural transformation of universities

In this study, the development process of neoliberalism is discussed and the periodic transformations of university structures in the context of neoliberalism are examined. In the first part, the concept of neoliberalism in the world was discussed and its definition, first emergence, development process and managerial expectations were examined by scanning the sources. Then, the development of neoliberalism in Turkey is discussed and its relationship with public administration and its effects on public administration are mentioned. The emergence of the concept of governance is mentioned and in this context, the concepts of privatization, localization and globalization are explained. Views on neoliberalism are also included in this section. In the second part, the concept of higher education was examined both in the world and in Turkey. First, the development of the university concept in Europe and America was mentioned, and then the development of universities in Turkey was mentioned. Development processes in Turkey are discussed on the basis of reforms and higher education models are included. In the third and last chapter, the effects of neoliberalism on university structures and the transformation process, which is the purpose of the study, are discussed and all structural features and the transformation process are finalized in this section. With the influence of neoliberalism, the concept of governance emerged and with neoliberal policies, the effects of governance in which the state and civil society take place together instead of state administration alone began. With the General Agreement on Trade in Services, neoliberal policies have now come to be implemented in the field of education. With the influence of neoliberalism policies, which became more effective between 1980 and 1994, the Higher Education Law No. 2547 was enacted and the appointment procedure was adopted. Departmental order is taken as basis in the academy. Management by boards was ended and a hierarchical order was created. In this hierarchical order, the Rector, Dean and Department Head are at the top, respectively, with the President of YÖK being at the top.
