Evaluation of COVID-19 pandemia management activities of OECD countries

Performance analysis is a concept that indicates that sectors use their resources efficiently and effectively in line with the targets they have determined. One of the methods used to compare sector performances is efficiency analysis. In efficiency analysis, methods such as parametric and non-parametric are applied. In this study, non-parametric, relative efficiency evaluation model data envelopment analysis, which is used to measure the efficiency of the systems, has the ability to evaluate multiple and discrete input and output variables in the same pot, was used. Purpose of the study; To perform the performance evaluation of the Covid-19 pandemic management activities of OECD countries with data envelopment analysis (DEA). As a result of efficiency analyzes using the Lindo package program, the relative efficiency values of the decision-making units (DMUs) were determined, and reference sets were determined for the DMUs that were not found to be relatively efficient. As input in the analysis; The number of doctors per 1000 people, the number of nurses, the number of patient beds and the percentage share of health expenditures in GDP are used. As the output; The number of tests per million people, the number of recovered cases per million people and the number of Covid-19 vaccine doses administered per 100 people were used. In the analysis, output-oriented CCR and BCC models were applied with context-dependent DEA and the model was run again to inactive DMUs each time. As a result of the 1st level analysis, 20 of 37 DMUs were found to be effective. Of the 17 DMUs that were inactive at level 2, 15 were found to be active. At the third and final level, the remaining 2 DMUs were found to be the most inefficient DMUs. At the end of each level, target values were determined for the output variables by using the density values of the active DMUs, which are references to the inactive DMUs, and guiding recommendations were made for decision makers and policy makers based on the calculated percentages of change.
