Abstract (EN)

A modern inspect organization: Ombudsman (Public Inspection) The profession of ombudsman has first grown in Sweden and it is one of the check mechanism types of the public administration in order to eliminate the imperfect parts of the other types of check mechanism and has a function to increase the efficiency of these check mechanisms. Application procedure is simple, quick and free of charge. It is independent from executive organ. Even it has no sanction to impose, by informing public it has influence aspect on public administration. Today, it has been a preferable check mechanism all over the world. An ombudsman is a friendly arbitrator between the administration and the individual citizens, as an independent official charged with representing the interests of the public by investigating and addressing complaints reported by individual citizens and informed the public and the corresponding authorities about the results of the complaints.In this study, the historical development of the ombudsman institution, its characteristics, its organization structure and different country examples have been analyzed and also it has been assessed the contribution of the passed Public Inspection Institution Code number 5548 ve the new constitutional package.Keywords: Public, Check, Check mechanism of administration, Ombudsman, Public Inspection
