Abstract (EN)

Umar ibn' Abd al-Aziz, the eighth Ummayad caliph, reigned over the state from 99 (717) to 101 (720). He followed the steps of the Prophet and the Rashidun Caliphs for administrative, social and financial fields. He arranged jizya and harac taxes taken from non-Muslims. Lots of Dhimmis became Muslim upon giving up taking jizya from the slaves who chose the Islam. Forbiding sales of donated lands prevented them from becoming tax-free fields which were private properties. Spending the zakat, taken from Muslims, for where it was collected increased the level of wealth. He provided regular salary to all Muslims. After distribution, the rest amount was spent for helping people who can not marry to due to financial incapability and payment of the debts.
