Abstract (EN)

The armies quickly became crowded with the production of light weapons. Changing war tactics brought out the need for a new command system and personnel. This new era, which made the masses a part of the army after the implementation of the compulsory military service system, necessitated both the bureaucratic work of the recruits and the right education. Petty Officers (NCOs, non-commissioned officer) played a key role in solving these problems. This study was conducted in order to reveal the emergence and development of the Petty Officer system of the Ottoman Army between 1880-1914.
