Abstract (EN)
In this study, it has been clarified that the country is a dominant power under an agrarian structure and contains different ethnic origins by addressing the socio-economic and cultural structure of the Ottoman Empire before the collapse period. In the period until the 18th century, the Ottoman Empire reached high standards with its traditional production and continued their lives both socio-economically and culturally. The realization of industrialization in the west and the inability of the Ottoman Empire to keep up with industrialization, the transition of western countries to industry and the fact that the Ottomans were still primitive left the country behind. In addition, the economy of the country has deteriorated and the country has become an open market. Considering the population of the country, it is seen that the majority of the population consists of farmers, soldiers, civil servants and non-Muslims. The country lost its sovereign rights with the effects of the events, wars and capitulations in the Industrial Revolution, and the insufficiency of the population, seeds and tools in the field of agriculture in agriculture also led the country to an impasse. The state, which was economically troubled, could not settle for war spending, and also resorted to borrowing. These types of borrowing were first made as domestic borrowing and then extended to foreign borrowing. Again, in this study, the period from the first debt burden of the state to the last borrowing period is clarified, why, from whom and how these debts are received, and how these debts are paid. As it is known, the first borrowing of the Ottoman Empire was domestic borrowing, but when this domestic borrowing was not enough, it applied to foreign debt. It was first borrowed in 1854 during the Crimean War. Unfortunately for the Ottoman Empire, this debt was not the first and the last but continued in a sustainable way. The state tried to cover these debts, which were a heavy burden on the shoulders of the Ottoman State, by borrowing. The state, which could not pay off the debt with debt, declared a morotorium, although the government relaxed as a result of the restructuring of the debt, this did not last long and refinanced the debt due. Thus, the government, which could not recover its economy, continued to borrow due to internal and external troubles, wars, climatic conditions and inability to industrialize. the newly established State of Turkey with the collapse of the government borrowing habit, has decided to pay in installments, taking the share that falls within a portion of the debt remaining from the Ottoman Empire. Unfortunately not come from the new war and its consolidation in the not economically by Turkey's state debt and economic goals and policies by setting off the latest installment of the Ottoman legacy was in 1954, a century later. Yet his inheritance state of Turkey socio-economic and cultural structure of contemporary works by taking in a distorted way to deliver great civilization level has started. It has made new initiatives in the fields of agriculture, industry, service and culture. In this study, developments are discussed in detail.
