Abstract (EN)
Logistics, in order to meet customer and business needs is defined as any product and service flow management. Material supply, material flow and distribution of products and services and the concept of maintenance and logistics support functions have been included due to the nature of the systems. Logistics in the Armed Forces of the concept can be considered as a starting point the most important step in a radical change and transformation, it is clear that logistics transformation. At the very beginning, Logistics has developed as Integrated Logistic Support (ILS) ILS, similar to commercial product support management organizations or customer support management, is an approach to integrated management of logistics disciplines in military sphere. ILS in general, plans and manages the identification and development of logistics support activities in order to maintain a longer life with less support thus reducing costs and increasing investment. One of the most recent practices of logistics management has taken place in the world as the Performance Based Logistics (PBL) PBL management is an integrated acquisition and support strategy which is to increase the capability and availability of the system and establish long-term relationships accordingly with service providers and businesses, with proper incentive system to support end-users objectives. The goal of PBL is to design and build a reliable system that will reduce the demand for logistics and a maintainable system that reduces the resources, such as manpower, equipment and time, required to provide the logistics support. When PBL provides that support to customer with the most appropriate strategic management decisions, the objectives is to improve profitability of institutions and customer mutually.This research previously handles Integrated Product Support (IPS) management subjects. Twelve steps of PBL Management, PBL selection, implementation levels, benefits and advantages and limitations and risk of PBL have been identified. The next chapter is given PBL examples of Turkey and world. The next section describes IPS, PBL Management and the PBL implementation steps in Turkish Aerospace Industries (TAI). In the last part, the PBL support model is created related with MALE UAV System between TAI and ABC Air Force. By evaluation of this model suggestions were made. With created TAI PBL implementation model steps, it is intended to be useful to other businesses. Created MALE UAV System PBL model has been tested with the questionnaire by the participation of 121 employees of TAI Logistics Services. The results obtained were analyzed with SPSS software.
