Abstract (EN)

In this study, the importance levels of the factors affecting personnel empowerment and the relations between the factors were evaluated with the DEMATEL method, which is one of the Multi-Criteria Decision Making (MCDM) methods. These factors were compiled from the literature as three main and sixteen sub-factors of these main factors. The main factors are divided into three as occupational factors, organizational factors and individual factors. Occupational factors; It was examined as four sub-factors as "professional experience", "occupational weariness", "role conflicts" and "role ambiguity". Individual factors; Five sub-factors were considered as "collaboration and teamwork", "recognition and appreciation", "professional knowledge and skills", "organizational belonging" and "individual motivation".Organizational factors are seven sub-factors as "lack of employment and not improving the jobs of employees", "work environment", "intensive supervision", "workplace training", "purpose, responsibilities and authorities in the organization", "formal perception" and "weakness in communication" has been determined. The DEMATEL method clearly defines the relationships between the factors with the expert opinion and reveals whether the factor in question is the affected or influencing factor. In this study, the importance levels and relationships of the factors were revealed by taking the opinions of seventy-two experts who have experience in the field of human resources. After all; Although the importance weights of all three main factors are almost equal to each other, in order of importance, "professional factors" are in the first place, "individual factors" are in the second place, and "organizational factors" are in the last place. "Organizational factors, both 'professional factors' and 'individual factors; "professional factors" also affect "individual factors". When the sub-factors are examined, it is seen that the four most important factors are included in the "occupational factors". These were determined as "role conflict", "role ambiguity", "professional experience" and "professional weariness", respectively. When compared with other factors, the factors included in the last four as weight of importance are respectively; "intensive supervision", "workplace training", "weak communication" and "formal perception".
