Abstract (EN)

The study examines the definition of the concept of propaganda and the purposes and tools used by civilisations, kings, monarchies and emperors throughout history. It also explains the development of these tools in the historical process and how Rome shaped these tools according to its strategies. The study begins with the Sumerian and Akkadian kingdoms, the creators of the first kingdoms in Mesopotamia. With the beginning of kingdoms in Sumer, a hierarchical structure was formed and an elite ruling class emerged. The understanding of propaganda in Sumer was used more effectively and in larger dimensions by the Egyptian pharaohs. It is known that Hittite kings also used propaganda effectively. After the Hittites, the Assyrians used propaganda to spread fear and terror to their rivals. In Greece, on the other hand, propaganda was used indirectly through mythological subjects. In the Hellenistic period, Alexander the Great used propaganda directors for his dream of a global empire. Rome created a unique propaganda language by blending this accumulation.
