Abstract (EN)
With the proclamation of the Tanzimat Firman, the Ottoman Empire undertook various reforms in line with its efforts to centralize the empire. As part of these reforms, new registration methods were developed to enable detailed analyses of population, trade volume, financial situation, and military strength. The annual reports (salnameler), first issued in 1847 under the leadership of Reşit Pasha, gradually adapted to many different institutions of the Ottoman Empire and became an important tool for studying Ottoman history. The salnameler provide critical data on the economic situation, employee profiles, and inventory information particularly regarding provinces and military institutions; they also offer insights into the transformations and changes that the Ottoman Empire experienced in its later period. The Bahriye (Naval) Salnameleri contain significant information regarding the history of Ottoman naval power. The primary source of this study, the Bahriye Salnamesi for the years R. 1331-1332 (A.H. 1915-1916), has been digitized by the Islamic Research Center (İSAM). This study focuses on topics such as the structure and status of the Ottoman navy in its final years, seeking answers based on the primary source. Additionally, it aims to provide benefits to academics researching Ottoman naval history. The entire Bahriye Salnamesi has been transcribed into modern script, and the original PDF format of the text is presented in the appendix of the study.
