Abstract (EN)

Although it has been nearly 10 years since the Occupational Health and Safety Law No. 6331 came into force in our country in 2012, the understanding of workplace accidents and occupational diseases is still progressing very slowly compared to developed countries. Unfortunately, due to the very low number (about %5) of large-scale workplaces in our country compared to small and medium-sized enterprises (SMEs), the number of workplaces with OHSAS 18001 certificate is also insufficient, which prevents the increase and development of the perception of OHS. Since most of the approximately 73 cement factories in our country belong to foreigners, it is the sector that has the most OHSAS 18001 certificates. Therefore, the fact that the cement industry has OHSAS 18001 certificate also helps it to have the highest OHS perception. The subject of this thesis is; The aim is to examine the relationship between work accidents and near miss and to shed light on the situation in the cement sector, which has the highest risk of workers' accidents and occupational diseases. First of all, it has been tried to give information about work accidents and occupational diseases that occur during the production stages of the cement industry. In order to reduce the accidents, the meaning and importance of near miss, which is one of the predecessors of the accident, are explained and examples from the literature review are given. In the second stage, the 1-year accident and near miss data recorded in the database of two cement companies in the Aegean and Central Anatolian Regions, one of which is named as High OHS Perception Level and the other with Medium Perception Level, were examined. In the examination carried out, the near miss/accident events in the records of the companies; event definitions, causes and measures to be taken were classified separately for the facility and the quarry and evaluated in terms of dangerous behavior and dangerous situation. The accident/near relationship has been tried to be revealed. In the third stage, a survey study was conducted on the subject of near miss/accident to a sample group of 145 employees from companies with High and Medium Perception Levels. It is to measure the perception of near miss/accident by the company employees with a survey study and to present the missing information to the scientific world, the cement industry and other parties. As a result of this thesis, it has been revealed that there is a direct relationship between near miss and accident events and the more importance we give to near miss and the more near miss records we keep, the less accident events will occur. In addition, it has been determined that the number of accidents in the workplace will be less if the workplace managers give importance to the issue of near miss and if the importance of near miss is well explained to the employees through reward/punishment practices, especially training.
