Priority of railway system projects

Istanbul stands out as a center of high population density similar to the major metropolitan areas of Europe. The increase in traffic combined with the population density in Istanbul makes it attractive for people to use rail systems on public transport. In this study, social and environmental evaluation will be carried out at the same time while the economic and financial evaluations of the projected systems are carried out in terms of the municipality and the general demand and urgent need situations will be taken into consideration. This will speed up the construction of the best alternatives and will be a better solution to reduce both traffic congestion and people's needs. In cases such as prioritization, ranking, finding the best alternative, often multi-criteria decision making techniques are used. From these techniques, Fuzzy Analytic Hierarchy Process Method is frequently preferred in decision making problems and PROMETHEE method is used predominantly in ranking situations. In this study, while prioritizing the projected systems, the criteria weights are determined in accordance with the importance levels determined by the expert decision makers and the Fuzzy Analytical Hierarchy Process and the PROMETHEE method will be used together.
