Abstract (EN)

A minimum standard of living is ensured in a safe and peaceful environment by providing some practices and social rights to individuals by the state. The fact that it is possible to meet the social and economic needs of individuals with the understanding of the welfare state provides an increase in the welfare level of individuals. With the understanding of the welfare state, it is aimed to maximize social welfare. Several policies and state interventions are implemented to increase the welfare state and welfare level. The starting point of the concept of social budget is the aim of raising the living standards of individuals by creating permanent solutions to the problems existing in the society. In case the free market is insufficient by focusing on the solution of social problems, public services are utilized. Social budget approaches increase the living standards of individuals positively. Eachapproachhelpstomeetthebasicneedsbymakingneedsanalysisforthegroups on which it is based. Budgeting approaches: gender-sensitive budgeting, participatory budgeting, childfriendly budgeting, and finally green budgeting will be examined.
