Abstract (EN)
The Grand Ethiopian Renaissance Dam (GERD) is a project with profound local, regional, and international implications, central to the security and socioeconomic stability of Egypt, Sudan, and Ethiopia. This study is contextualized by the protracted diplomatic crisis surrounding the dam since 2011. The research aims to analyze the complex hydropolitical relations among these three riparian nations, examining GERD's potential to serve as a catalyst for either cooperation or conflict. Methodologically, the study combines historical, descriptive, and analytical approaches. A SWOT analysis is employed to identify strategic factors and assess how strengths and opportunities can be leveraged to mitigate risks and foster cooperation. The research also analyzes multi-faceted water diplomacy and links successful cooperation to attaining Sustainable Development Goals (SDGs) 6 and 7. The principal conclusion is that the GERD can be a vehicle for regional cooperation rather than a source of conflict. This outcome, however, is contingent upon adopting an integrated, basin-wide management approach and creating a binding legal framework to govern its operation, particularly to protect downstream interests amid drought and climate change. If successful, the GERD framework could become a replicable model for resolving transboundary water issues, marking a significant political achievement for all nations involved.
