The aim of this thesis is to evaluate the neoliberal health reforms and to show their relevance to Health Transformation Program of Turkey, which has been in force since 2003. The reflection of the neoliberal economic policies that emerged after the 1980s on the public health sector has led to the transformation and transformation of the presentation, financing and organization of health systems. In the face of health systems, the roles of the state, society and private sector have been redefined and health services have been desired to be commercialized, privatized and commodified in accordance with the spirit of the neoliberal era. In this context, the thesis will frame the historical background of the public nature of health services and the public responsibility for health services. The theoretical background of neoliberal health reforms characterized by the crisis of health systems and presented as a solution proposal will then be explained. Then the neoliberal health reforms, whose theoretical background is explained, will be discussed. The Health Transformation Program was carried out in the same way that neoliberal health reforms were applied to the Turkish health system. As a result, the public nature of health services has been eroded; service delivery, funding and advisory methods were transformed by neoliberal health reforms.
