Nowadays, many universities and education institutions develop programmes by conveying their lesson materials to internet in order to give e-learning to their students. However, conveying the content of education to internet is not sufficient to accomplish a successful procedure of programmes and to give an effective education. In spite of the fact that preparing the contents of the education and broadcasting them are an important phase, there is a need to a system which can control and evaluate all of the other processes and contents.Learning Management System (LMS) is a concept which arises at this point. Learning Management System is responsible for the effectiveness and reliability of all procedure which begins with the student?s registration to the programme until his/her taking graduation document.In this thesis study, Learning Management System which is developed SCORM based and in a modular structure is told as it has less demand of finance and more possibility than traditional education and LMS is designed to be used as a web based distance education at the university level.
