The purpose of this study titled as ?Examination of Schooling Rates and Class Size in Primary School in Development Plans During the Period from Transition into Eight-year Continuous Compulsory Primary Education to Today? is, to examine schooling rates and class sizes among the other quantitavie indicators in primary schools in the developmental plans between the school year of 1997-1998 and 2009-2010 academic year.The study is designed as a survey. The sources used in this study have been gathered from the acknowledged publications, such as various books, articles,periodicals and essays related to the subject. Collecting data,statistical entries are utilized. The statistical data are limited with the rates of schooling and class size,attained from Ministry of National Education and Turkish Statistical Institute. The state of reaching the goals in development plans in schooling and school size is examined by evaluating the related data. The school sizes before 2005-2006 academic year are obtained by diving the number of students in primary schools in those days by the number of classrooms in the same period.Whether whole population in primary school age benefits from primary schools or not and whether this differs according to the sex is studied. Although it increases in both Turkey and Antalya, it is indicated that the goal of 100% schooling determined in development plans is not reached. It is concluded that the rates of schooling of girls are lower than schooling of boys;namely,not every person can benefit from primary school equally.It was found that the average class size in Turkey has not been below 30 as it was projected. On the other hand, Antalya has reached this goal in the last two academic years.The findings show that national campaignes and projects have positive effects on both increase in schooling and decrease in school size.Keywords:Primary School,Development Plans,Rates of Schooling
