Today, with the widespread use of communication technologies and the internet, the connection of various devices from tablets, computers to mobile phones with networks causes data breaches and cyber attacks. In these attack types, computer hardware, software, viruses and malicious software are encountered wherever there is internet. As the cyberspace proliferates, data breaches have started to gain importance. Although the importance given to the prevention of these violations has increased, with the technology, the probability of the systems to be exposed to attacks and abuse has increased to a much higher rate. While technology makes our lives easier, if cyber security measures are not taken into account and are not implemented, new breaches and attacks are given the opportunity. In this study, cybercrime types, types, purposes and tools used together with malicious software were investigated in detail and the precautions to be taken against them were stated in the thesis. In addition to this, the possible shortcomings of public institutions and the precautions to be taken and the things to be done for information security are also included in this study. It is also explained what kind of technological measures should be taken. It has been emphasized that no matter what precautions are taken, the weakest link, the human being, can minimize the possible harms through education.
