In the 19th century in the Ottoman Empire, there was a significant increase in the number of civil servants along with the modernization efforts. As a result of this, some problems such as personnel rights, supervision and control of civil servants have emerged. In order to overcome these problems, a Sicil-i Ahval Commission was established within the Ministry of Internal Affairs in 1879. In this framework, the registers of civil servants (terceme-i halleri) began to be recorded in the Registry Books. However, due to the problems seen later, the Sicil-i Ahval commission was abolished in 1896 and the Civil Service Commission was established instead. After the proclamation of the Second Constitutional Monarchy, it was accepted that the affairs of the civil servants would be carried out by the ministries, and the Civil Service Commission was abolished. As of this date, the records of civil servants continued to be kept as files. In this study, the biographies of 41 Tosyalı civil servants registered in the Sicil-i Ahval Registers in the Ottoman Archives of the Presidency of the Presidency of the State Archives were examined and some results were tried to be reached. In this context, many determinations were made such as the name, father's name and nickname, the schools where they were educated and their educational status, their professions, their salaries, the regions they worked in, the languages they knew, the awards and punishments
