Abstract (EN)

In the current period known as Tecume-i hal in the Ottoman Empire, the life stories of people we call biography have been written since ancient times. In the Ottoman state, this type of writing biographies of civil servants was called Sicil-i Ahval Records. These records include the periods 1879-1909. These records include the periods 1879-1909. Although it is clear that the state faced great problems in the last period of the Ottoman state, namely in the 19th century, it was a period when innovations and reforms were made to find solutions to these problems. 2. Abdulhamit made important innovations in the civil servant policy. Most importantly, in order to follow the civil servants closely, he made it obligatory for the civil servants to fill out the translation and send them to the custody. In these biographies, important information in the life of the officer such as the officer's name, father's name, father's profession, the officer's education level, nickname, successes in the civil service, the awards he received, the punishments, and his salary are written. Recording this information in a book in a place is called Sicil-i Ahval, and these books are called Sicil-i Umumi. In our study, we discussed the civil servants born in Bilecik. We obtained important information about the civil servant policy of the Ottoman state by learning about the education levels of these civil servants, their employment in the regions they were assigned to, their successes in their civil service and their punishments. This study has been extremely important in terms of local history studies. We have obtained important information about the functioning of bureaucracy in the Ottoman provinces, how the bureaucracy worked in the Ottoman state. The aim of the study was to contribute to the local history studies, albeit a small one. Sicil-i Ahval Notebooks is an important biographical resource in terms of Ottoman History. In these notebooks, the lives of the civil servants, their social and cultural status, the schools they received education, the father's occupations, the civil servant's salaries, education in the Ottoman Empire, the provinces, the economic situation, the penal system, the medals used by the state, the medals, and it is clear that they are a valuable resource.
