In early XIX.th century the poem got free of its pattern formed resources for hıstory, gave direction tom the society. It also introduced political goals together and persons, media, society and state were criticized by means of the poem. If you combıne the poem with critiques, courtesy and social purposes you can reach Halil Nihad Boztepe. He both criticizes and explicates the social events. While doing this he doesn?t break anybody?s feelings. He did not resemble Neyzen Tevfik and Sair Esref altought they lived in the only goes directly to the events, when necessary, he criticizes the persons. Perhaps that courteous nature caused him to be forgotten. The negative events such as war years, hard days, censoship, shortfall etc did not make him pessimist. He looked up the period by smiling. He did not made anybody get angry. He made them laugh perhaps. He never silenced he was the voice of people by means of poem. Sihâm-ı lhâm is his most important work.The work including poems in criticizes manner has a quality to become a resource for history of literature. This work that is resource for history as well as literature was translated into today?s language with new letters and submitted to the service of researchers. The primary subjects in the work were political events of that period, extreme poverty, starvation, imprudence of state officials, faulty state policies and fighting of freedom etc. Form characteristics pf the poems can be accepted as the last samples of classical Turkısh poem. The poet dominates the poem. It ıs hard to see the faults of meter. He has clear, fluent and understandable language. In our study, it was mentioned general information about the development process of satire in Turkısh literature, the life, character, art and works of poet. It was determined both praise and satire about political and literary individuals, studied the form characteristics of poems and transferred the results in the work. n the last section of our study we have completed the study with translating the work into Latin letters. We hope that our study would create positive effects on our literary life
