Nuclear power plant accident scenarios for Sinop : Investigation and specification of off-site strategies

Nuclear energy is a sustainable energy model that countries use to produce energy. However, past nuclear accidents (Chernobyl, Three Mile Island and Fukushima) have obligated countries to focus on identifying the risks of this model and making some on-site and off-site preparations in case of any accident. Our aim is to present strategic suggestions and innovative ideas that can help the emergency action plans to be made before and after a major accident that may occur at the Sinop Nuclear Power Plant planned to be established in our study. These suggestions and ideas will focus on off-site actions. These strategies prepared for Sinop NPP will produce solutions for measuring emitted radiation, evacuation of the public, consuming food produced in the region and using iodine tablets. A detailed evacuation strategy is presented, such as evacuation of the city, hospitals, prisons, schools, government institutions. Taking lessons from past accidents (especially the Fukushima accident), technical steps that can be used in off-site actions are defined. In addition to conventional methods for measuring radiation, new solutions have been presented. Theoretical information on radiation contamination at the food point produced in the region is given and the doses are specified at the point of use of potassium iodide tablets to be used. Our study has been prepared by considering the characteristics of Sinop province, by examining the prevailing wind direction in terms of radiation spread, by showing the location of the mountains, the arrival times to the surrounding provinces, and the airports in the surrounding provinces. It is made available to public and private sector partners and state officials in the future.
