According to the evaluations made in terms of education level, the perceptions of the undergraduates' and graduates' about the elements of organizational culture and the duties of the leaders are high, and their perception of political success is low. However, as the income level increases, the perception of the elements of organizational culture and the roles of leaders also increases. The results of the research show that the most important criterion for achieving political success is that political success will be achieved by transforming democratic management and democratic leadership style into organizational culture.
