Abstract (EN)

Political ethics is a fundamental concept that deals with the moral responsibility of the state. The origin of the political and ethical debates goes back to the Ancient Greek period. Ethical theories show that political ethics is handled differently by thinkers. In the study, the concept of political ethics was analyzed through Aliya Izetbegovic, who was the President of Bosnia and Herzegovina between 1990-2000. In the study discourse and content analysis and semi-structured interview methods were used. In this direction in order for the democratic state to be functional Ethical values need to be developed. In addition politicians must have ethical codes. The political life of Aliya İzzetbegovic has been revealed by evaluating with scientific and methodological methods. Aliya Izetbegovic is a politician who prioritizes ethics in politics and sees political ethics as the sine qua non of a democratic administration and argues that politics should be done within the framework of political ethics. Aliya Izetbegovic is a political leader who has important ethical codes (justice, virtue, equality, honesty, legality, responsibility) for democratic values. He has cared about these values all his life. During his tenure and especially during the Bosnian War, he did not compromise on political ethics and ethical codes.
