Abstract (EN)
The purpose of this study is to examine whether there is a conjuntural or a structural change in terms of Turkish foreign policy regarding the cooperation and conflict in relations between Turkey and Russia. Turkey-Russia relations has a long historical backround. With the end of the Cold War, a new era has begun in bilateral relations. In this way, new cooperation opportunities and perspectives have emerged. In particular, there has been a revival in areas such as energy, tourism and trade, and the number of dialogues between the two countries has increased. In addition to the cooperation, the ruptures between the two countries at certain points brought Turkey and Russia dissenting. Developments such as military mobilization, jet crisis, ambassador assassination in the context of the Syrian crisis have put a strain on the bilateral relations in the past. Starting from 2016, Turkey-Russia relations have entered a new period shaped by Turkey's export and tourism policies, with the changes in Turkey's perception of internal and external threats, the Syrian war, Russian foreign policy and Turkey's changing role and importance in the field of energy. Energy constitutes one of the most important elements of relations between Turkey and Russia. Russia is one of the biggest energy partners for Turkey. The new and milestone projects such as Akkuyu Nuclear Power Plant Project and TurkStream projects have brought bilateral relations into a new path.
