Cyprus Island, which came under Turkish rule in 1571, came out of Ottoman rule with the 1878 Berlin Agreement. The period of peace and tranquility, which was over 300 years under Ottoman rule, gradually came to an end from these dates. Particularly 2. the aftermath of World War II in Greece and the Greek Cypriots Megol the Idea and peace on the island to act in accordance ENOSIS have led to entirely eliminate, the first of Turkey on the entry of Turks in danger of being on the island in 1964 the latter was forced to militarily intervene twice, including in 1974. The presence of Turkey on the island after Turkey's intervention secured and then founded the Turkish Republic of Northern Cyprus. The referendum on the Annan Plan in 2004 on the Cyprus Problem, which could not be solved due to the negative attitude of the Greek Cypriots with the support of the international circles for many years, was an important opportunity, but this solution opportunity was missed with the refusal of the Greek Cypriots who gained EU membership at that time. In the years following the failure of the Annan Plan, the EU has been unable to support Greek Cypriots as much as before with the impact of the global economic crisis that has affected the entire world. In addition, issues such as the identification of new energy fields in the Eastern Mediterranean and the importance of these resources for Europe have been strengthening the Turkish hand. On the other hand, factors such as the change of government in Egypt due to the Arab Spring, the outbreak of civil war in Syria and the intensification of proxy wars between Russia and the United States in Syria have significantly changed the conjuncture in the Eastern Mediterranean. In this new conjuncture of factors besides strengthening Turkey's hand it seems to be negatively affecting the effectiveness. This study consists of two parts. In the first part, firstly the Mediterranean Region and in this context the Eastern Mediterranean Region is discussed. The characteristics, positions and relations with each other of the actor countries in the region are mentioned. In the second part, Turkey's Middle Eastern base in Cyprus and custom in the Eastern Mediterranean policy, maritime jurisdiction to jurisdiction of the countries in shares, the effects of countries outside the region and has been referred to the legal basis in line with expectations from this region.
