Social municipal services and financing: Sample of Ege Municipal Association

Since 1930s the role of a state in socialfields has expanded. Now the state which has undertaken too many tasks since 1980s is willing to transfer some of its duties to private sector, civil society and local administrations. As a result of this fact and urbanization that create social problems, local authorities have to undertake new duties concerning social services. In this regard being a social municipality may be evaluated as a reflection of understanting of a social state at local administration level. The amounth of social expanditures in GNP in Turkey is inefficient on central government level and at very symbolic at municipality administration level. The positive effects of municipalities concerning impartial sharing out of welfare, social adaptation, social containment and equality are very limited in our country which is far from an appropriate point of social justice, social capital and social isolation. It can be expected from municipalities to drive their local initiatives and social capital for prevention of poverty and unemployment and for enhancing fairly distribution of income. However it may be said that municipalities are not active in Turkey from that point of wiev. To sum up;these fields related to social municipality understanding are not improved. A social municipality is targeting to disadvantageous parts of society like women, elders, children, migrants, unemployed, poor and disabled people. In order to provide suffcient services to those people; it is needed to improve the procedures of governing of municipalities in a more efficient and active way and to increase sources and financial autonomy of them. It has been seen from examination of samples of municipalities that the afero said social activities of municipalities are at inefficient level to decrease social risks of those disadvantages like poverty and isolation. In fact; the rate of social expenses in the budget is low. In addition; some important deficiencies were ascertained in the process of making of a budget of social expenses.
