Financial solution proposals of government for youth unemployment in the context of social exclusion: Employment policies implemented in Turkey and selected countries

The concept of social exclusion, which was used for the first time in France and has become increasingly important, includes objective and subjective evaluations. It is challenging to determine the boundaries of the concept of social exclusion, which expresses a multidimensional and dynamic process. Although many measurement indicators reveal the forms of social exclusion, employment comes first. Especially the lack of participation of young people in the labor market is significant in terms of social exclusion. Because youth unemployment causes economic and social risks for both individuals and societies. Therefore, countries with high youth unemployment need to reevaluate their active and passive policies towards employment, and to include young people in employment as soon as possible. This study aims to examine the issue of youth unemployment, which is increasing in the world and has become the main problem in many countries, in the context of social exclusion. The study consists of three parts. The first part of the study examined the concept of social exclusion, and the second part examined the relationship between social exclusion and employment. In the third part of the study, youth unemployment as a type of social exclusion in Turkey and selected countries were included. In addition, in the field study in the last part of the study, in which the research sample consisted of students aged 18-24 studying at the Faculty of Economics and Administrative Sciences of Manisa Celal Bayar University, students' anxiety, expectations, plans and thoughts about unemployment were evaluated. As a result of the study, it has been concluded that the young people experience the fear of unemployment at very high levels before they graduate, and their expectations and thoughts about the future are negative.
