Abstract (EN)
The basic function in Social Insurance System is to take the person and the place of employment that are the application area of the system into contents. In the case of spoiling this principle, some important wrongness and problems occur not only for insured but also for Institution. In practice, it is seemed that each side use some aternatives such as complete declaration and false declaration. Related to the insered, there are some application which do not reflect the truth in the number of work day, earning totals that is basic to premium and the declaration about the numbers of insured. These application have importance for each section that forms the sides of the Social Insurances. This importance is caused by possilde wrongness that all sides face In fact, when insureds face not only some social risk but also some possible risk that is resulted from working dependantly, they can make good use of no or deficient benefits which they can obtain related to insurance technique. While for Insurance İnstitutn income loss and expense increase occur when obtaining assistance and service, employee not only can obtain a material profit but aso can reach a good position but also can reach a good position in the competition.
