Abstract (EN)

The understanding of social welfare state has emerged as a state understanding that requires the active participation of the state in the market in order to increase the welfare of the society and raise the standard of living. Especially in the post 1980 period the welfare state has developed with the restructuring process as a result of globalization and neoliberal policies. The social state has responsibilities in various fields from health to social security, education and combating poverty. The expenditures made by the state in line with these responsibilities are social public expenditures. Public authorities make social expenditures to protect people against the risks they face and will encounter and to increase social welfare. It said the study prepared in accordance with the importance of social spending is aimed mentioning the social welfare state social spending examine the scope of the social welfare state and make Turkey-OECD comparison. In the study fistly the concept of social welfare state its emergence with its aims was mentioned. In addition an explanation was made about the classification of the social welfare state and the methods and criteria used. Thus social expenditures in Turkey and other OECD countries in terms of budget allocations and considered course of other types of social spending and making comparisons in general it has tried to emphasize similarities or differences.
