Conditional social assistance as a new approach in social assi̇stance: The programme of activating the connection between social assistance and employment a research on 2014 Turkey implementation

The incidence of poverty and fight against poverty in the world, with the further increasing income disparity in the post-globalization, is one of the most important issues for most countries of the World. The issue of breaking dependency culture that allegedly occurred due to classic (unpaid) public assistance implementations, to use social assistance spending more efficiently by increasing the added value, in the world in the last 50 years and in the last 15 years in Turkey, ''conditional'' social assistance implementations draw attention as a concept which is new and worthy of consideration. The launch of ''The 2014 Turkey Programme of Activating the Connection Between Social Assistance and Employment'', as one of the latest examples of conditional social assistance implementations, contains important clues about the shape that public social assistance system will take in the coming years in Turkey. The topic of the development of conditional social assistance practices in the world and in Turkey that were discussed within the framework of the implementation of it in Turkey, a new practice and service delivery which has not been discussed so far by academic staff, is examined in the thesis content with impact and contribution towards the social assistance approach of Turkey. In the conclusion part of the thesis, some suggestions are being given to make the programme more effective and efficient.
