Abstract (EN)

Naval Force states a construction which evolves more than one component consisting of ships, shipyards, crew, and captains. For modernization of this construction, it is necessary to have full of treasure and a steady economy in order to be served the purpose for educated and specialist staff and also modern ships. According to the necessity of period, it transforms into advantage and disadvantage for states whether naval force is modernized or not modernized. It is enough to cause the outcome which naval force is ineffective as a result of keeping behind from one of these tools without modern techniques. Hence, the period of Sultan Abdülaziz including Ottoman Empire, with regard to naval forces, first of all, naval technology had been urged upon and shipyards had been renewed; also a contemporary navy had been established with European technology. However, naval operations could go badly and expected efficiency couldn't be obtained because a local expert having a command of this imported technology couldn't be brought up.
