Abstract (EN)
In Turkey, a large urban renewal movement was initiated with an aim of renewing 8 million dwellings in the next 20 year. By achieving an urban renewal in line with the principles of sustainability, it is possible to create sustainable cities, that is defined as the city where socioeconomic interests and environmental and energy concerns are aligned. Otherwise, it will not be possible to compensate for the mistakes, since more permanent buildings will be constructed compared to the old ones. With this point, this study aims to develop a model that can measure the sustainability of an urban renewal project. In the first phase, a comprehensive literature survey was conducted to determine the built environment design elements that will be aplied in an urban renewal project. Contributions of these elements to economic, environmental and social sustainability were assessed by a survey with the participation of 323 experts. Design elements that are related to each other are collected under different factors by applying factor analysis. The importance weights of the factors and the design elements that make up them, were determined by Analytical Hierarchy Processes, with participation of 60 and 40 experts respectively, who are academicians and practitioners. Appropriate indicators have been identified for each design element by examining sources such as neighborhood sustainability assessment systems, green building assessment systems and indicator sets. By creating a scoring system for these indicators, a model is introduced that can evaluate an urban renewal project both during the project phase and after the implementation, which is the ultimate goal of the work. In the last phase of the work, a software has been prepared to make the model easier and more practical to use. The model will be a guide in building sustainable cities and urban areas to a wide range of urban renewal stakeholders from contractors, architects and engineers, local governments to citizens.
