Abstract (EN)

Currently, the "Complete Street" model is articulated as a holistic and sustainable strategy in urban planning, designed to establish safe, accessible, and efficient environments for all users, including walkers, cyclists, motorists, and those with disabilities. In rapidly growing cities with unregulated expansion, such as Kabul, there is a pressing necessity to reevaluate Complete Street model. This research evaluates the feasibility of implementing the Complete Street model in Kabul, taking into account numerous physical, social, institutional, and economic factors. The study first looked at the basic ideas and global examples of Complete Street, then assessed Kabul's current infrastructure, urban policies, public opinions, and the capacity of local management, using field data, direct observation, document analysis, and interviews with officials. Research shows that even though there are some strengths, major problems like the lack of clear laws, budget issues, poor teamwork among responsible groups, and low public awareness are the main obstacles to putting this approach into action in Kabul. The research findings suggest that reforming urban policies, enhancing social participation, improving street design, and promoting public education can render the implementation of the Complete Street model in Kabul as an effective measure for sustainable urban development and elevating citizens' quality of life.
