Abstract (EN)
Starting in 2011, the conflict and oppressive conditions in Syria have had a negative impact on the lives of millions. As a result, people primarily migrated to neighboring countries and then to different nations. Turkey, being in a neighborly position, did not remain indifferent to this challenging situation in Syria and opened its borders. This led to millions of people crossing into Turkish territory. Consequently, the role of the central government in the migration process changed, and responsibilities increased for local governments. As a result, local governments wanted to be included in the migration management process, but financial and legal deficiencies have negatively affected the process. Furthermore, Syrian immigrants in Turkey began to find a place in the policies of the AKP, CHP, and MHP political parties. These policies, which have also influenced migration management by municipalities, have led to different practices and discourses in the municipalities of Sinop, Amasya, and Çorum. In this context, this study aims to reveal the practices and discourses of Sinop, Amasya, and Çorum municipalities concerning Syrian refugees.
