The human being, who preserves and maintains his life in the economic, political, social, cultural and psychological structure of the society, can or is forced to change his place of residence for these and other reasons. These people, who leave their place, people and life culture for whatever reason, experience various social problems in the triad of space, time and purpose in their new living spaces. Because migration affects the migrant and the people in the migrated country, it can manifest itself in a more difficult and traumatic way in the face of its necessity. The Syrian refugees, who fled the conflict and war in the country and turned to Turkey in 2011 and turned into a mass influx, were first accompanied by services within the scope of emergency humanitarian aid. With the spread of this substitution, which is thought to be temporary, throughout the country and the permanence of the majority of them, the "temporary protection status", which is decisive for their rights, has been given to the Syrian refugees. This situation, which makes Turkey the country hosting the most Syrian refugees in the world, is the focus of the studies, but it is the main responsibility of the social work science and profession, which has different socio-cultural and demographic characteristics in its population, such as families, children, women, the disabled, the elderly and those who need social assistance. and it has led to the formation of a new client group that requires a careful approach. In addition, the need for social work interventions and methods and access to social services has increased in the prevention and solution of social problems with risk factors. Within the framework of human rights, social justice and equality principles, social work should produce new solutions with a holistic perspective, develop psycho-social support systems, reorganize existing services, implement multi-faceted social policies, and implement these with a legal perspective. grounding has become important. In this context, revealing the access to social services provided by the Ministry of Family and Social Services, one of the main institutional stakeholders serving the issue in Turkey, and the social work practices of the Federal Republic of Germany, which is the oldest and strongest social welfare state in terms of competence and hosts the most Syrian refugees in Europe. It is aimed to determine what kind of position it is in by making a comparative analysis with In the mediation of the subject of this study, it is thought that the Ministry of Family and Social Services will contribute to increasing the institutional capacity in migration governance and developing quality management standards, legislators, social work profession practitioners and academicians related to the field.
